The SCM not only provides a software control screen for turning on/off the webcam (among other features), it also controls all of the Fn key operations. If neither Fn+F6 nor the SCM will activate the webcam, then something may be wrong with the MSI software installation. The second way is from the SCM (System Control Manager) which can usually be launched from the Windows system tray and recently from the MSI Dragon Center. The first way is with the Fn key shortcut (usually Fn+ F6). In most MSI gaming notebooks, there are two ways to toggle the webcam on/off. You need to turn the webcam on, then it's driver will appear. This is the way your notebook is supposed to work. The webcam driver will not appear in the Windows Device Manager when the webcam is turned off.
